What to expect

What makes a home senior-ready.

Haryana’s policy sets out what a retirement housing project must provide. These are the things that make the biggest difference day to day.

Barrier-free by design

Ramps throughout, doors at least 900 mm wide, lifts that take a wheelchair, no steps in corridors and handrails on both sides.

Safer bathrooms and kitchens

Anti-skid tiles, grab rails, doors that open both ways and a gas leak detector in every kitchen.

Help at the press of a button

Emergency alarms by the bed and in the bathroom, and an intercom with single-digit dialling to security, the medical team and police.

Medical care on site

A 24x7 ambulance with oxygen, a nurse, physiotherapy, an emergency room, regular check-ups and a tie-up with a nearby multi-speciality hospital.

Everyday services

Common dining, housekeeping, laundry, medicines delivered to the door, and e-carts and pick-up for getting around.

An active, social life

Non-slip walking tracks, yoga and exercise spaces, a common room and plenty of green space: at least a fifth of the site is kept as a park.

    Who it is for

    Homes are for an “eligible resident” aged 55 or above. The apartment can be bought by the senior or by someone else, such as a son or daughter, but it is meant for the senior’s use. Family can stay for a while as agreed with the service provider.

    Licensed and RERA registered

    A retirement housing project needs a licence from the Town and Country Planning Department and must be registered under RERA before any apartment is sold. All RERA protections apply.

  3. 03

    A three-way agreement

    Before you take possession, a tri-partite agreement is signed between you, the developer and the service provider who runs the community, so the services you are promised are in writing.

  4. 04

    Someone keeping watch

    A monitoring committee chaired by the district’s Deputy Commissioner, with the service provider and residents’ association, resolves issues and can inspect the premises. The developer files half-yearly reports on an online portal, where residents can also raise complaints.

  5. 05

    Minimum standards

    Each home is at least 30 sq m carpet area. The project must have a common dining area, a medical room and space for laundry and other services, with at least 20% of the land as an organised park.

    Built to senior-friendly codes

    Buildings follow the Haryana Building Code and national guidelines for barrier-free spaces for the elderly and people with disabilities.

Common questions.

Is senior living the same as a nursing home?

No. Senior living is independent living in your own apartment, with care, security and hospitality services available when you need them. A nursing home is for people who need full-time medical care.

What is the minimum age to live in a retirement housing project in Haryana?

Under Haryana’s Retirement Housing Policy 2024, the eligible resident must be 55 years or older.

Can I buy a senior living apartment for my parents?

Yes. The policy allows the apartment to be bought by someone other than the resident, as long as it is used by an eligible senior.

Are these projects protected by RERA?

Yes. Retirement housing projects must be registered under RERA before any sale, and all provisions of the RERA Act apply.

What medical facilities are mandatory?

The policy requires a 24x7 on-site ambulance with oxygen, a first-aid facility with nurse and physiotherapy, an emergency room, regular check-ups, a hospital tie-up, pharmacy delivery and wheelchairs in every block.
