Gurgaon Master Plan 2031, explained

The official plan that decides where Gurgaon grows: which land is for homes, offices, industry and roads, up to 2031. Here is what it means when you buy.

What the master plan is

The Gurgaon Master Plan 2031 is the Final Development Plan 2031 AD for the Gurgaon-Manesar Urban Complex, notified by the Town and Country Planning Department (DTCP), Haryana on 15 November 2012. It replaced the 2021 plan, which had planned for 37 lakh people, and its 2025 revision.

The plan counts about 22 lakh people in the parts already built and adds 22,957 hectares of new urbanisable land for another 20.5 lakh, a total of 42.5 lakh by 2031. It also raised the allowed density of residential sectors and dropped most of the land earlier reserved for special economic zones, which had found few takers.

Roads and transport in the plan

  • Dwarka link (Dwarka Expressway): a 150-metre-wide road from the Dwarka residential area in Delhi to NH-48 (then NH-8) before the toll plaza.
  • Links with Delhi: 90-metre roads from Vasant Kunj to Mehrauli Road, and from Andheria Mor through Mandi and Gwal Pahari to the Gurgaon-Faridabad road.
  • KMP Expressway: the Kundli-Manesar-Palwal Expressway, with a 100-metre road and 100-metre green belts on both sides.
  • Southern Peripheral Road (SPR): the sector road along the south of the city, with the drain (nallah) realigned along it.
  • Metro: the line from HUDA City Centre extended to Manesar via Sectors 43-44, 52-52A, 56-57, SPR and NH-48, plus the Rapid Metro loop from Sikanderpur through Sectors 25-25A, then nearing completion.
  • Regional rail: the RRTS from Delhi to Alwar along NH-48, an orbital rail corridor, and an inter-state bus terminal of about 162 hectares near Kherki Daula.

Using the master plan before you buy

  1. Check the zone. Make sure the land is in a residential zone (or commercial, for shops and offices) and not in an agriculture or green-belt zone.
  2. Check the licence. Group housing and plotted colonies need a DTCP licence; ask for the licence number and match it on the DTCP website.
  3. Check RERA. New projects must be registered with HRERA Gurugram; the registration shows the approved plans and completion date.
  4. Look at the roads. Planned sector roads, the metro and green belts next to a site shape future value and noise; ask us how far the nearest planned road actually is built.

How many sectors are there in the Gurgaon master plan?

The plan runs from the old HUDA sectors near the city centre to Sector 115 on the Dwarka Expressway, with sub-sectors such as 36A, 37C, 37D, 88A, 89A and 95A. New Gurgaon (Sectors 78 to 95) and the Dwarka Expressway sectors are the main new residential areas.

How much land is reserved for housing?

Does the master plan include a metro to Manesar?

Yes. It proposes extending the metro from HUDA City Centre to Manesar via Sectors 43-44, 52-52A, 56-57, the Southern Peripheral Road and NH-48. Timelines depend on separate project approvals.
